Good morning Philadelphia. Here’s what you need to know today:
The gunman who wounded a state trooper during a highway shootout on Tuesday is 17 years old — and will be charged as an adult.
6ABC says the suspect, identified as 17-year-old Giovanni Cotto, faces three counts each of attempted murder, aggravated assault, assault on a law enforcement officer, and simple assault, as well as additional charges. Cotto told the station he had “not a thing” to say about the incident. “He’s a good kid. I don’t know. He made a wrong decision today,” his father, Hector, told reporters. The wounded trooper, Patrick R. Casey, was wounded in the shoulder. He was in stable condition, and might go home today. (6ABC)
Mayor-elect Jim Kenney has named the new head of L&I. He’s a familiar face, called on to fix a troubled department.
Streets Commissioner David J. Perri is moving over to become the Commissioner of Licenses & Inspections — a department where Kenney has long promised change. “If Jim’s elected, (current Commissioner) Carlton Williams won’t be the L&I Commissioner in 2016,” a Kenney spokesman said back in July. “Jim doesn’t think it’s fair to place the blame squarely on Carlton for L&I’s long-term, systemic problems, but there’s clearly a desire for change.” Perri will be replaced at the Streets Department by Donald D. Carlton, his deputy. Kenney formally announces the appointments later this morning at City Hall.
A lawmaker is trying to gather support for the impeachment of Attorney General Kathleen Kane.
“Rep. Garth Everett, R-Lycoming, said about a dozen colleagues signed on after he circulated a memo regarding a resolution to begin a Judiciary Committee investigation of Kane,” AP reports. “She’s had misconduct, and it just adds up that she can’t do her job and she’s not doing the things an attorney general should do,” Everett said. Kane’s law license has been suspended while she waits trial on charges she leaked grand jury information to damage a political rival. A state Senate committee, meanwhile, is expected to report today whether the state constitution allows Gov. Wolf and the State Senate to bypass impeachment and jointly remove Kane from office on their own authority. (AP)
Meanwhile, state lawmakers are also signing on to an effort to expand the inquiry into Porngate.
“Six Democratic members of the House and Senate joined Sen. Anthony Williams, D-Philadelphia, in calling for a top-to-bottom review of pornographic and racially, ethnically and religiously insensitive emails revealed by Attorney General Kathleen Kane in a series of releases over the last year,” PennLive reports. Tuesday’s group included three men and four women, as well as five African-Americans. “”What we have seen with this collection of emails is absolutely reprehensible,” said Rep. Joanna McClinton, who used to work as a public defender in Philadelphia.”It makes sure that the folks I used to represent don’t have an opportunity to get what we say when we declare our Pledge (of Allegiance), which is liberty and justice for all.” Williams says inquiry options range from a state legislative panel to a civil rights inquiry by the Department of Justice. The feds are examining Comcast and how it sells TV ad time in local cable markets.
“The Justice Department is investigating whether Comcast is violating federal anti-trust law through its ad sales practices regarding the so-called ‘spot’ cable ad market. Approximately two minutes of each hour of television is purchased by local ad buyers,” Philly Mag’s Jared Shelly writes. “The investigation is probing whether Comcast has a monopoly or is attempting to monopolize spot ad sales in certain markets, according to the WSJ.” Comcast officials did not immediately respond for comment.
