The Butt Police have their eyes on West Chester, as the borough considers an ordinance that would eventually levy $100 fines on those who don’t find an ashtray. The folks behind the idea apparently aren’t too concerned with how the measure would be enforced. Instead, they seem to be focused on the message it would send to the community.
