City Controller says they're late 40 percent of the time
In a follow-up audit of Philadelphia’s Emergency Medical Services City Controller Alan Butkovitz has found that EMS personnel are responding late to 40 percent of their calls. The issue is reportedly the result of high demand and an inadequate number of people.
