Mayor Michael Nutter is issuing a warning to Philadelphians. It’s not like he’s riding through the town on horseback yelling “The program cuts are coming! The program cuts are coming!” But, his tone and message are evident: Philadelphia’s budget is in trouble because of high unemployment rates. The lack of steady jobs for Philly’s citizens means that the city could see a $60 million drop in tax revenue.
