Nutter Administration Says Proposed Parking Ticket Surcharge Is Not Legal


A City Council committee recently approved a measure that would add a $4 surcharge to all tickets issued by the Philadelphia Parking Authority. The proposed bill calls for the revenue generated by the additional charge to be split between the Department of Parks and Recreation and the PPA—to cover costs of vamped up enforcement of taxi and limo regulations. A top official in Mayor Nutter’s administration testified that the bill is not legal because revenue generated by parking tickets is supposed to go to the Philadelphia School District.
