Three Charged for Keeping Mentally Challenged Adults Captive

Three Charged In Captivity Case. Philadelphia Police have charged three individuals for allegedly keeping four mentally challenged adults chained up in a basement while stealing their social security checks. One of the people charged is a woman who served eight years for starving a man to death in a closet in North Philly back in 1981. [Inquirer]
