Judge Commutes Sentence of Philly Cop Killer Edward Bracey

Won't get death penalty.

Edward Bracey, who killed Philadelphia police officer Daniel Boyle in 1991, has had his death sentence commuted. Here’s why

[The judge wrote that] Bracey had established that his intelligence quotient was 74, and that he possesses ” ‘major deficiencies’ in adaptive behavior, as demonstrated by his significant limitations in, at least, (1) communication, (2) functional academics, (3) self-direction, and (4) social/interpersonal skills. “

District Attorney Seth Williams was displeased, as was Boyle’s family, as were a whole of of other law enforcement officials around the city. (Several experts testified in 1993 that Bracey was not mentally retarded.) The district attorney’s office may appeal the ruling.
