Blatstein Wants a Piece of France on North Broad. Bart Blatstein unveiled his idea for a $700 million casino, resort, and entertainment complex at the former home of the Philadelphia Inquirer and Daily News on North Broad Street. The developer wants to name it “The Provence” and have the casino managed by Hard Rock International. He has until November 15th to submit an official proposal for Philly’s second casino license.
